ctcLink Program-Organizational Change Manager (PeopleSoft)

Wenatchee, Washington

This is a full-time exempt, at-will, benefit-eligible position expected to start as soon as possible.

GENERAL RESPONSIBILITIES:
The role of the Project/Organization Change Manager is to successfully manage WVC's migration to the new Enterprise Resource Planning System (ERP), PeopleSoft. The State Board for Community Technical Colleges' (SBCTC) ERP Project, called ctcLink, is a multi-phase, multi-year project that will replace the core administrative software suite for the 34 community and technical colleges and the SBCTC. The Project Manager ensures that the local project is aligned with the ctcLink project schedule by planning, and tracking the college tasks that must be carried out, as identified and planned by the SBCTC project manager. To support this project, the Project Manager will be expected to collaboratively drive change management for WVC, through communication, process discovery and documentation of project milestones.

SPECIFIC RESPONSIBILITIES (including but not limited to):
Project Management
Establishes college implementation teams and provides active and direct leadership to them.
Leads college project leadership team.
Plans/schedules activities of the college implementation teams to ensure completion of project tasks.
Manages the day-to-day adherence to schedule; provide early warning for schedule delays.
Collaborates with the SBCTC project team and partner institutions to plan and execute college specific
tasks within schedule and resource constraints.
Schedules and facilitates college specific project-related team meetings.
Escalates critical issues to college project leadership team, college administration and SBCTC project management to prompt risk assessment and mitigation.
Prepares status reports on project progress and issues impacting implementation tasks.
Coordinates project activities with Functional Leads and college IT department.
Works with ctcLink Projects Lead, other SBCTC agents and college peers on key activities while ensuring stakeholder support.
Manages project budget and advises leadership on resources needed for successful project completion.
Working with IT staff, provides direction and coordination for implementation of 3rd party tools.

Change Management
Builds and maintains working relationship with all departments on campus, client and members of assigned project team; coaches leadership on Organizational Change Management (OCM) best practices.
Aligns the WVC's OCM plan objectives with SBCTC system objectives; coordinates change, ensures support, monitors productivity, provides quality assurance, minimizes disruption and manages risks with the campus.
Ensures OCM activities regarding major process changes are effectively communicated and coordinated across campus.
Works with college Communications Coordinator to ensure stakeholder readiness and that communications are sent with proper timing to support organizational change activities.

Process Analysis
Collaborates with stakeholders to discover and document existing processes so they can be aligned with the new ERP processes and security structure.
Works with college Process/Functional Coordinator and college functional Subject Matter Experts (SME's) to ensure roles for ERP system end-users are defined and understood.
Maintains regular and predictable attendance.

Requirements:

Minimum Qualifications
Bachelor's degree (applicants are encouraged to submit any and all kinds of experience or credentials that they believe qualify them for the position)
Project Management Certification
Successful management of a software implementation
Excellent written and verbal communication skills
Successful use of various planning methodologies and tools
Excellent organizational skills
Successful experience leading organizational change management

Preferred Qualifications:
Participation in a large, multi-agency project
Project management or technology management in a higher education context
Knowledge of PeopleSoft

Salary and benefits:
Salary: $85,000 annually. Benefits include a retirement plan, medical and dental coverage, and life and long-term disability insurance as currently provided under the Public Employee Benefits Board, paid holidays, personal holiday, annual leave and sick leave.
