DEPARTMENT OVERVIEW

The Benefits Information Systems (BIS) unit is part of the Systemwide Human Resources department which is responsible for developing a vision, strategy, and environment to engage, empower and involve the university's human capital, in the present and onwards. The BIS unit specifically provides systems solutions to improve and enhance day-to-day operations for administration and member services for the university's pension and health & welfare benefit plans.

POSITION SUMMARY

The BIS Business Systems Analyst 4 (BSA 4) applies advanced business process and analysis concepts as a business systems analyst with recognized expertise in pension and benefits. The BSA 4 must apply organizational objectives to resolve highly complex issues in accordance with the UC Retirement System, must have experience in problem-solving complex issues, providing in depth analysis of unique circumstances, and effectively communicating to various audiences and stakeholders. They are able to identify methods, techniques and evaluation criteria to obtain results to support and enhance the UC Retirement System (UCRS) plan administration, business operations, and overall functionality.

Key Responsibilities
  • 25% Applies advanced business analysis concepts to identify, evaluate and define highly complex systems scope and objectives based on advanced knowledge of pension and benefits business practices, processes and systems and industry standards to meet end-user needs. Works at the highest technical level of various phases of systems analysis. Considers the business implications of applying technology to the current and future business environment.
  • 30% Provides advanced support and training to the Retirement Administration Service Center (RASC) business users and other pension and benefits end-users. Mentors other Business Systems Analysts providing guidance, support, and leadership. Networks across functional stakeholders to proactively manage and track concerns and initiatives. Demonstrates strong client management skills to facilitate and lead business initiatives.
  • 20% Initiates, facilitates, implements and documents work process changes. Prepares and approves or obtains approval for business process and procedural documentation. Maintains oversight of projects, request, and resolutions to assigned Subject Matter Expert (SME) areas. Sets the technical requirements for complex specifications.
  • 25% Performs highly complex analysis of business and user needs, documentation of requirements and translation into proper system and process requirement specifications. Initiates, designs or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist. Creates highly technical specifications for systems with broad impact towards pension and benefits. Develops unit integration and acceptance testing plans and scenarios. May lead cross-functional teams to address complex business or systems issues.

  • Advanced knowledge of business and process analysis functions.
  • Advanced knowledge of related areas of IT.
  • Advanced skills and methodologies associated with process and software design, modification and implementation.
  • Demonstrated skills needed to develop process and system implementation plans.
  • Demonstrated experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including traditional waterfall, Agile, Agile Scrum, UML, UML Enterprise, et cetera.
  • Understanding and skill in complex process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
  • Demonstrated ability to work with others from diverse backgrounds.
  • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem solving skills.
  • Demonstrated testing and test planning skills.
  • Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization.


Preferred Qualifications
  • Knowledge relating to the design of processes and software across the organization.
  • Advanced knowledge of business processes and procedures.

Full Salary Range:
$91,400 - $170,800

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
