Position Summary:
UCPath is the University of California's priority program to implement a single payroll, benefits, human resources and academic personnel solution for all UC employees. The ITS UCPath Systems Group provides research, design, development, and support services for the production UCPath environments for infrastructure and applications. This position is in the UC PATH Systems Group within the Information Technology Services (ITS) department. The incumbent will work closely with business partners , UC Path Center , Project Team and others and leads a team of technology professionals who deliver service and support to a system-wide audience.

Having wide-ranging experience, applies software concepts and objectives to projects, up to and including the most complex, with campus-wide / medical center, institution-wide and / or multi-institutional scope and little or no precedent. Directs the selection of tools, methods, techniques, technologies and evaluation criteria to obtain results. Internal and external contacts often pertain to campus / medical center and systemwide plans and objectives. Is considered a subject matter expert at the campus, medical center or Office of the President and may be recognized as an expert in the industry.

Duties

Duty 1: As the recognized organization-wide expert, influence the ITS on projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organization-wide impact that include formulating strategies and administering policies, processes, and resources.
- Actively help shape the system architecture and design.
- Establish standards and define team processes, including software development, QA, database design and schema management, source code control, and build & deployment.
- Lead and mentor other developers to exercise professional judgment in methods, techniques, and evaluation criteria for obtaining results on new assignments.
- Guide and monitor the activities of other technical team members to interact with the business systems analysts in preparing system documentation and performing development activities; creating processes, procedures and contingency plans; and implementing team performance measures.
- Provide effective change leadership in driving continuous improvement to realize measurable productivity results from identified improvement initiatives and effectively manage resources to ensure projects and initiatives are properly staffed to meet knowledge and timeline requirements.
- Actively participate in post-implementation support activities as needed.

Duty 2: - Actively assist the unit manager in defining positions, interviewing, and selecting candidates for the team.
- In conjunction with unit manager and project coordinator plan tasks, make assignments, and establish target deliverable dates, builds/enforces project plans.

Duty 3: Develop significant portions of the application code.
- Perform or lead unit testing.
- Follow software development process.
- Identify and fix bugs in code.
- Spearhead response to and resolution of production problems.
- Conduct technical design reviews and code walk-thrus.
- Monitor and enforce adherence to standards and procedures.
- Resolve differences over code design and programming detail

Duty 4: - Work with UCPath Center , Project team and Information Technology Service groups on Application maintenance, infrastructure, performance, and support requirements.
- Work with Campus IT groups and outside agencies on interface file specifications and operational processes.
- Participate in requirements discussions, review functional requirements documentation, provide feedback to business users.
- Review bugs and issues; provide clarification and direction to the team in handling them

Job Requirements
Bachelor's degree in related area and / or equivalent experience / training.

Minimum 9 years' experience with Oracle PeopleSoft HCM application suit implementation and or development., including two years of recent PeopleSoft 9.x integration experience.

Must have 2+ years in leadership role with proven ability to deliver.

Expert knowledge of secure software development. Expert skills associated with software design, development and deployment of diverse and complex software of campuswide / medical center, institution-wide and/or multi-institutional scope.

Working knowledge of the following development tools and skill set:
- Java
- PeopleCode
- Linux/Unix
- PeopleTools 1 & 2
- Integratation Broker
- PeopleSoft SQR
- SQL
- Oracle Payroll Technical (e.g. Tables and APIs)
- Experience developing PeopleSoft interfaces into legacy and 3rd party

Demonstrated ability to engage in performance / integration testing, business and technical analysis, data analysis and data modeling of high complexity.

Demonstrated ability to effectively communicate with executive-level management on a regular basis.

Advanced experience designing and developing solutions for PeopleSoft HCM applications -- HR, Payroll, Benefits Administration, Commitment Accounting, Absence Management, Talent Management-- and associated self-service applications, including deep experience and understanding of the PeopleSoft HCM data model.

Demonstrated ability to understand functional needs and how systems can support those needs. Demonstrated ability to develop conversion and system implementation plans.

Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization.

Demonstrated complex problem-solving skills. Be able to be on call support as needed.

Proven technical team lead experience of a team responsible for PeopleSoft HR Payroll, web applications, programming, database, and infrastructure and/or information management.
Required

Experienced mentor and leader of software development teams. Management experience in at least 1 system implementation projects, including a one medium to large size project which involved clients/users in multi-locations.

Experience in Government or higher education a plus.
