General Statement
The Software Engineer is a critical position for the Office of Sponsored Programs and there is a high level of autonomy required in the Information Technology responsibilities. The specific technology and business expertise required for this position is not readily available from other college counterparts, so the OSP developers need to operate with minimal technical input from management. The developers serve as managers for all projects and the position requires experience communicating with business personnel to resolve conflicts and ensure that the project is on schedule. When the university receives upgrades to the Ellucian Banner Database, the software engineer must determine the effect of the revisions on OSP business processes and the extensive OSP custom software that is used in conjunction with Banner. The upgrades can affect compliance with federal, state and private sponsors that require accurate and timely data.

The Software Engineer must take initiative in identifying the best options for research administration at MSU. With about 750 research faculty and $190 million in annual expenditures the OSP Information Technology function must operate smoothly with a high degree of precision and efficiency. Ineffective systems or incorrect data have significant impact on the research community of MSU and that affects our ranking as a research institution. The Software Engineer must also utilize sound judgment to facilitate and maintain our exemplary relationships with approximately 400 external funding agencies.


Duties and Responsibilities

Perform web and server software development for OSP applications.
Create and maintain OSP Batch reports and OSP Web Reports (SAIS) so OSP fiscal managers and MSU principal investigators and departmental administrative staff have the information to manage sponsored grants in compliance with federal and state regulations.
Create extensive adhoc SQL reports and projection tools for senior administrators in the research department to analyze complex facets of sponsored program activities.
Modify annual year end reports for the OSP Department to calculate expenditures within all major categories of sponsored grants.
Write and maintain Oracle SQL packages to validate daily data entry in Banner modules.
Design and maintain batch report scheduling modules using Automic Application Manager and coordinate the deployment of the modules to production with central UIT administrators.
Write and Submit SQL scripts to UIT database administrators to correct data which cannot be maintained using Banner modules.
Coordinate the testing of new releases of Ellucian Banner modules and develop software system testing and validation procedures for the data entry staff and billing specialists to ensure that revisions meet the needs of the department.
Consult with departmental staff about software system design, enhancement and maintenance.
◦ Work directly with OSP Management, Fiscal Managers, Administrators, and data entry staff to ensure that software products fulfill the business requirements for Research Administration.
▪ Recommend revisions to business procedures based on the capabilities of the software applications.

Assist in the evaluation of information technology needs to administer research grants and recommend solutions.
Maintain diplomacy and establish professional relationships with all departmental personnel, principal investigators, college administrative staff, and public as well as private external agencies.



Required Qualifications –
Experience, Education, Knowledge & Skills

1 Progressively responsible experience with application software development with Microsoft Visual Studio VB.NET, ASP.Net, Java Script, and Oracle.Data Access library or an equivalent combination or education and/or experience.
2 Considerable knowledge and experience in application development using Oracle SQL databases including PL/SQL, with demonstrated ability to design SQL tables, maintain tables, and perform complex reporting from multiple systems.
3 Demonstrated customer service skills for a wide variety of professions including university faculty and researchers, administrative directors and staff, information technology directors and staff, and personnel in federal, state, and private sponsoring agencies.



Preferred Qualifications – Experience, Education, Knowledge & Skills
1 Three years experience doing application software development in a university research or administrative unit.
2 Application software development using Ellucian Banner SQL tables.
