Ensures the success of IT operations through effective planning, prioritization, staff management, resource allocation, business partnership and sound fiscal practices; serves as primary point of contact and is responsible for overseeing and participating in the delivery of IT programs, infrastructure, database management, help desk services, reporting, end user computing, disaster recovery and security compliance; analyzes complex business needs presented by Medicaid and the user community and recommends technical solutions; ensures the consistency and maintainability of existing applications by creating, maintaining, and enforcing standards and procedures; directs and prioritizes the work of IT team members; participates in hardware and software evaluations; represents the IT function at weekly management meetings; performs liaison duties between users, operations, and programming personnel in the areas of system design, modifications and trouble shooting; uses system design and development processes, including business case development, requirements analysis, testing, installation, data conversion, user training, and production rollout; analyzes and resolves complex issues, both technical and interpersonal; organizes and manages multiple projects and priorities; performs tests and evaluations regularly to ensure data security, privacy and integrity; monitors database performance, implements changes and applies new patches and versions when required; manages database parameters to ensure fast query responses; oversees the development of aggregate health informatics reporting to Tableau and Excel; supervises staff to include hiring and training, assigning duties and checking work, approving timesheets, completing employee evaluations and handling disciplinary issues; attends offsite meetings and conferences to stay current on health informatics and related department activities; regular and prompt attendance; ability to work schedule as defined and additional hours as required; related duties as required.

Minimum Requirements:

Bachelor's degree in Computer Science or a related field from an accredited institution as approved and accepted by the university of South Alabama and eight years of experience in information technology, five years of which were in a supervisory capacity. Health informatics experience or experience in a healthcare setting is highly preferred. A master's degree is preferred.
