California State University Dominguez Hills was established in 1960 and is one of the 23 campuses that comprise The California State University System. CSU Dominguez Hills is an urban, comprehensive public university that serves a culturally rich, diverse student body of approximately 14,000 students at the undergraduate and graduate levels. Located on a 346-acre site in the South Bay portion of the greater Los Angeles metropolitan area, CSU Dominguez Hills has a highly pluralistic student body, which includes a significant number of non-traditional, working adult students as well as approximately 2,000 students enrolled in distance learning programs statewide. The University, with its five Academic Colleges, has more than 300 full-time faculty members and is situated in an area characterized by an extraordinary heterogeneity of people, and an extensive array of high technology industries and professional services.

Conditions of Employment:
The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

Position Information:
This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Special Working Conditions:
Advanced skills working with research methodology, statistics, and reporting that depends on databases, data warehouse (Oracle), server environments (SQL), common
tools/statistical packages (e.g., Python, SPSS, RStudio, etc), ETL, visualization software (Tableau), infographic tools, and office suite products. Requires the use of standard office equipment.

Department: University Effectiveness Planning and Analytics
The Office of University Effectiveness, Planning, and Analytics reports to the Vice President for Information Technology and is responsible for producing official information for the campus, conducting research on policy matters, providing actionable reports and data, and investigating selected educational issues. The office provides leadership in the areas of institutional effectiveness, program review, student success, benchmarking, strategic planning, and assessing student outcomes. The office works with units across campus to develop and continually improve data visualizations, business intelligence dashboards, and predictive analytics. The office follows the Association for Institutional Research's Code of Ethics and Professional Practice.

Major Job Duties:
Under the general direction of the Associate Vice President (AVP), the director will develop, implement, and coordinate strategic planning activities in collaboration with the AVP to support evidence based decision making across campus in support of the academic goals of the institution. The director will have significant responsibility for formulating and administering policy for the office. The director will support the campus capacity to use data to respond to external demands and to inform strategic campus priorities. This will include data Integrity and quality management, review and evaluation of method and materials required for institutional research, and adopting a continuous quality improvement approach. When interacting with university personnel within and outside of the office, the director will serve as a data steward and representative of the office, providing thoughtful insight to campus leadership on how they might analyze data to make informed decisions.

Qualifications:
Knowledge of:
- Institutional Research practices at a deep level, including: research methodology, statistical approaches, and development of new projects in context.
- Methodology to evaluate the effectiveness of programs and projects and the extent that goals are achieved. ·
- How to adopt a systems perspective to identify barriers and opportunities for improvement.
- Seminal theorists and practitioners in institutional research to guide project development and problem solving.
- The advantages and disadvantages of using different theories, methodology, approaches, and techniques, in context.
- Relational database design and management (Peoplesoft preferred).
- Leading practices, top areas to resource these from, and how to use them to influence project development.
Skills with:
- Expertise in statistical tools, modeling, testing, validating, and publishing reports. Advanced skills in statistical packages (e.g., SAS, SPSS, R), and accessing big data from multiple sources.
- Evaluation of statistical approaches and strong rationale for how to evaluate research questions in context to select the appropriate tool and methodology.
- Demonstrated success in delivering reports and visualizations that answer key questions, prompt new questions, and raise the understanding of the issues at hand.
- Demonstrated ability to lead by influence in a way that inspires trust and motivates individuals toward a common goal. Including working well with end users, management, programmers, and business analysts.
- Follows established procedures and develops approaches for continuous quality improvement. Detail oriented with attention to each element and aspect of a challenge or situation, and how various parts can influence each other.
- Survey methodology, design, and administration across stakeholder groups. Manage data quality and error reduction with continuous improvement of procedures in the context of time lines and competing priorities.
- Excellent interpersonal, analytical, and communication skills are critical.
- Resolve escalated issues arising from operations that require coordination with other departments.
Ability
- Demonstrated experience to carry out projects with minimal direction, following work flow toward efficiency and effective use of resources.
- Prioritize and direct projects and efforts to achieve unit and university goals, balanced with required reporting.
- Track record of effectively achieving desired results and managing multiple projects simultaneously, including recurring and emerging work.
- Willingness to learn new software and skills.
- Ability to participate with the AVP and management teams to develop and implement policies.
- Affinity for solutions focused approach to issues, including providing methodologically sound and thorough answers to a wide range difficult and complex problems.
- Consistently adhere to industry standards for data integrity and processes and at the same time, deliver unique, innovative, and pragmatic solutions.

Certification: Valid Driver License

Required Education: Master's degree in higher education, social sciences, computational science, or related disciplines.
Credentials and/or certification in data science, project management, and analytics, a plus.

Required Experience:
A minimum of 10 years of experience with progressively increasing levels of responsibility, including managing staff and large scale, complex projects. Experience working with subordinates, leadership, and staff members across units. Must have experience as a leader in maintaining quality and standards in data management, reporting, and compliance areas.

Salary Range:
Salary is commensurate with experience.
