Departmental Overview

UC Berkeley's Information Services and Technology (IST) division is a trusted and strategic campus partner, supporting the teaching, research, and public service goals of faculty, students, and staff, financially sustainable, and providing services for the campus common good. This position is a key role in the Enterprise Applications unit in IST that oversee the operations of software solutions that support mission-critical applications used to operate the University.

The Director of Administrative IT leads an organization that provides support for administrative enterprise application systems, as well as web application development and support for departments. This position is also responsible for architecture standards and best practices and production support of enterprise applications.  To ensure the success of these mission-critical systems, the department includes a blend of technical and functional experts who will test and implement new features, respond to customer issues and campus needs, and keep all systems running optimally.

Responsibilities
  • Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results. 
  • Oversees completion of complex assignments requiring working knowledge of key business principles and practices. 
  • Finance management: establishes and assures adherence to budgets, schedules, work plans and performance requirements; oversees system development cost estimates, budgets, and schedules.
  • Oversees through subordinate managers the analysis of the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and/or modify information processing systems.
  • Coordinates with functional departments involved in system requirements, techniques, and controls.
  • Staff and team management: selects, develops, and evaluates personnel to ensure effective operation; develops management skills in subordinate staff.
  • Provides guidance and direction for achievement of objectives (operational and budget processes, staff FTE, finance, human resources and space planning); may be called upon to initiate change, by modifying and altering existing procedures and methods.
  • Leadership: interacts with senior technical or campus management on matters impacting multiple technical or functional areas; presents to governance committees and senior campus management.
  • Advises senior management on controversial situations, customer negotiations, or influencing and persuading other senior level managers. 

Required Qualifications
  • Requires extensive and in-depth knowledge of Information Technology principles, theories, and concepts to manage functional area(s) and provide solutions.
  • Requires in-depth knowledge of the functional area and business strategies.
  • Requires in-depth knowledge of, or the ability to quickly learn, the department and division's goals.
  • Requires knowledge of policies and procedures and ability to determine a course of action based on these guidelines.
  • Clearly understands the needs and concerns of the user groups in the organization and applies knowledge to better meet those needs.
  • Demonstrates ability to carry out extremely complex assignments requiring expert knowledge of key business principles and practices.
  • Requires the ability to change the thinking of, or gain acceptance from, others involving project work and initiatives.
  • Ability to work in a complex, decentralized, consensus-driven environment, with a combination of structured and unstructured constituencies required.
  • Requires knowledge of advanced Information Technology principles, theories, concepts, architectures, and technologies to manage and provide solutions to complex and multi-dimensional problems.
  • Minimum 5 years managing information technology teams and/or projects.

Education
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications
  • Experience leading and managing information technology within higher education preferred.
  • Experience with human capital management, document management, and service management systems preferred.
  • Advanced degree in related area and/or equivalent training/experience preferred.
  • PMI and ITIL certification preferred.
