Data Scientist/Manager at the Bren School of Environmental Science & Management, UCSB (Junior, Assistant or Associate Specialist)

The Bren School of Environmental Science & Management at the University of California, Santa Barbara is seeking a data manager to obtain, clean and manage administrative data-sets on water and electricity use in developing countries. The successful candidate will access large administrative data-sets from government and private sector partners, primarily in Africa, will work with those partners to improve data sharing using remote servers and secure remote access protocols and will set up and manage a data workflow to convert raw data into analyzable data-sets. The Bren school will be the home department for the position but will involve international travel (including but not limited to Ghana, South Africa, Uganda and Zambia) and direct collaboration with partner institutions. The successful candidate will also have the opportunity to collaborate with colleagues at the Environmental Market Solutions Lab (emLab), an interdisciplinary team of scientists and economists at Bren working to develop cutting edge research and innovative policy solutions by combining economic principles, ecological insights and big data analytics. The work may result in one or more opportunities for co-authorship on peer-reviewed publications.

Specific Tasks include:
-Collaborate with Partner institutions to develop a sustainable, secure and remotely accessible file sharing system
-Work with partner institutions to refine their internal data management tools for more streamlined interface with remote social science researchers
-Develop a work flow to move from raw data to fully processed data ready for analysis in Stata, R and GIS -Develop a data management system on a UCSB server and/or the cloud to effectively and efficiently store and manipulate large administrative data-sets with complex linkages across files
-Clean raw data and perform basic analysis

Basic Qualifications
A Bachelor degree and work experience in Computer Science, Economics or another relevant discipline at the time of application.


Additional Requirements
Experience in data management, data cleaning and the use of data for both management and research
Experience liaising with public and/or private sector organizations
Excellent programming and data analysis skills including expertise in Stat, Python and/or R
Excellent verbal and written communications skills to contribute to reports and peer-reviewed scientific publications, and liaise with project partners
Additional Master's degree or 5 years of experience, consideration will be made for employment at an Assistant level.
Additional Master's degree or 5 to 10 years of experience, considerations will be made for employment at an Associate level

Preferred Qualifications
Familiarity with SAP/SAP HANA and/or other relational databases
Familiarity with approaches to establishing and managing secure remote access to databases and data repositories
Experience working with Geographic Information Systems (GIS)
Proficiency with Github and other modern data management, sharing and presentation interfaces
Ability to balance a portfolio of responsibilities simultaneously

Salary and Benefits: Junior, Assistant or Associate Specialist position, with level and salary step commensurate with qualifications. 100% time appointment for one year from start date, with possibility for additional year(s) of employment contingent upon funding and performance. Expected start date is January 2019. Full benefits package included.
