Departmental Overview

University Development and Alumni Relations (UDAR) strengthens Berkeley's excellence through engagement with alumni, parents, undergraduate and graduate students, and friends of the University, raising public awareness about Berkeley and increasing private philanthropy. UDAR provides overall direction for the campus's philanthropic advancement strategies and works to strengthen unit development in partnership with campus fundraisers. The Division handles a range of central activities and services encompassing communications, stewardship, prospect development, gift management, and more

Position Overview

The Chief Technology Officer (CTO) will be expected to drive the strategic technological priorities that best advance Berkeley's fundraising objectives, goals, and success drawing upon extensive knowledge and experience in philanthropic technology management and industry trends. The CTO must be able to envision a technology road-map to ensure the department and larger campus advancement community are proactively preparing for growth, positioned to support the changing landscape of development, and that the needs of the upcoming comprehensive fundraising campaign are met.

The CTO will report to the Associate Vice Chancellor of Advancement and work with the highest levels of UDAR and campus advancement leadership The CTO will also have dotted line reporting to the campus Deputy Chief Information Officer. Three UDAR departments report directly to the CTO: Information Technology, Advancement Information Management and Planning and Analysis.

Information Technology Unit Overview

Information Technology (IT) provides systems administration and programming, and a full range of related services to the campus and University Relations' advancement staff of more than 700 clients. IT manages the Cal Advancement Data System (CADS), the campus's system of record for biographic alumni information and institutional giving with over one million records.

Advancement Information Management Unit Overview

Advancement Information Management (AIM) is the office of record for data related to alumni, donors, and friends of UC Berkeley. AIM supports the campus advancement community with customer service on all CADS issues and works with campus units to provide reporting and analysis services.

Planning and Analysis Unit Overview

Planning and Analysis unit assists internal and external stakeholders in systems and business process analysis, project management, strategic planning and operations decision support.

Responsibilities

Effectively analyze the current UDAR technology organization structure and align the technical staff/resources to meet the immediate and long term needs of the organization. Define service offerings that align with departmental policies.
Plans, designs, influences and implements campus-wide processes relating to information and technology needs of the development community. Expected to articulate a vision that is forward thinking and clear and may require revision over time.
Participates collaboratively with UDAR management and high level campus advancement leadership to establish campus strategic plans and objectives relating to the technological needs of the entire UC Berkeley development community.
Represents the organizational unit (UDAR) in campus-wide and system-wide meetings and discussions relating to technology needs.
Champion initiatives that respond to organizational needs or changes in the IT environment.
Coordinate with functional departments involved in system requirements, techniques, and controls. Able to carefully and accurately listen for the needs of each group within UDAR and across campus and effectively address those needs in a seamless fashion.
Partner effectively with Campus Information Systems and Technology (IS&T) to develop state of the art systems, including, database systems, web-based systems, web hosting, reporting, desktop, peripheral and related communication tools in order to support fundraising at Berkeley.
Oversees the ongoing maintenance and upgrades of development technology web-based systems, learning technologies, network and desktop hardware and software.
Oversees completion of complex assignments requiring working knowledge of key business principles and practices.
Makes decisions on administrative or operational matters and ensures achievement of operation's objectives (operational and budget processes, staff FTE, fundraising, business planning and analysis, alumni information management and IT). Sphere of control will include project portfolio management, service level agreements, capacity/resource management, planning, procurement and vendor management, budget management (forecasting and accounting), and quality control (security, availability, and data quality).
Advises senior managers on controversial situations, customer negotiations, or influencing and persuading other high level managers. Expected to be a campus expert able to provide timely and effective advice regarding information and technology needs.
Instills strong management practices among subordinate managers by providing clear direction regarding project priorities and strategic direction so subordinate managers and their staff members are freed up to do their work in the most effective way possible. Sets high standards of performance through effective goal setting. If necessary, works with subordinate managers to institute changes or adjustments midstream to correct course.

Required Qualifications

7+ years of demonstrated experience leading the long-range direction of the organization's technology function including the development of business unit strategy.
Proven experience directing the strategic design, acquisition, management, and implementation of enterprise-wide technology infrastructure, services and applications.
Capability of monitoring and analyzing technology and trends that improve departmental services and performance.
Deep and broad experience with designing and building extensible, declarative metadata-driven application platforms with frameworks for data access, user interface, business rules, security, integration, etc.
Experience with and thorough understanding of modern cloud-based architecture for elastic scaling, high availability and disaster recovery and application design considerations for the same.
Advanced skills in strategy development, metrics setting, systems planning and change management, specifically in the realm of university philanthropic information technology, business planning and analysis, and alumni information management.
Excellent leadership abilities and a proven track record as a strong manager to oversee multiple functions or departments through subordinate managers.
Excellent skills to work collaboratively and act persuasively in sensitive situations, including skills in conflict and negotiation management techniques.
Strong knowledge of common campus-specific and other computer application programs.
Requires knowledge of policies and procedures and ability to determine a course of action based on these guidelines, all within the context of the Berkeley campus or a like organization having a complex, decentralized, consensus driven IT environment with a combination of structured and unstructured internal constituencies.
Requires the ability to influence the thinking of, or gain acceptance from others involving project work and initiatives, including other senior managers and campus leadership.
Ability to envision the future of UDAR information services and then effectively create an organizational structure to achieve departmental and campus wide philanthropic goals.

Education/Training:
Bachelors degree in related area and/or equivalent experience/training
