DEPARTMENT OVERVIEW

The Benefits Information Systems (BIS) unit is part of the Systemwide Human Resources department which is responsible for developing a vision, strategy, and environment to engage, empower and involve the university's human capital, in the present and onwards. The BIS unit specifically provides systems solutions to improve and enhance day-to-day operations for administration and member services for the university's pension and health & welfare benefit plans.

POSITION SUMMARY

Leads various analysis initiatives for UC's pension and benefit plans utilizing a high degree of knowledge in the overall field of business analysis. Applies skills as a seasoned, experienced professional to resolve a wide range of business process issues of moderate to complex scope, implement enhancements, and build documentation of these and other processes, workflows, and input/requirements. Recommends and selects methods, techniques, and evaluation criteria to obtain results. Utilizes interpersonal skills to obtain requirements and support programs that include formulating strategies and administering policies, processes, and resources. Please note this posting is for three (3) career positions.

Responsibilities

Gathers, analyzes, prepares and summarizes business user needs, revising existing system and process logic issues as necessary. Recommends and implements changes in processes and procedures. Negotiates with stakeholders on the creation of specifications.

Provides technical and functional expertise in identifying, evaluating and developing complex systems and procedures. Creates complex specifications for systems to meet end-user requirements. Involved in developing complex user interface designs. Plans and executes unit integration and acceptance testing. Participates in cross-functional teams to address complex business or systems issues.

Applies technical expertise and business analysis concepts to identify, evaluate and define complex systems scope and objectives with an understanding of applicable business practices, processes, systems and industry standards to meet end-user needs.

Documents business and systems requirements, generates process flow diagrams of system and business processes, documents defects, issues, and risks and necessary documentation for change management processes. Provides support and training on operational processing, applications functionality, and systems solutions. Guides and advises less-experienced Business Systems Analysts.

Required Qualifications
  • Thorough knowledge of business and process analysis functions.
  • Thorough Knowledge of related areas of IT.
  • Strong skills and knowledge of methodologies associated with analysis of processes and problems, information flow and architecture.
  • In-depth understanding and skill in process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
  • Demonstrated ability to work with others from diverse backgrounds.
  • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem-solving skills.
  • Broad knowledge relating to software design.
  • Thorough knowledge of business processes and procedures.
  • Demonstrated testing and test planning skills.
  • Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization.

Preferred Qualifications
  • Professional experience with retirement and benefits business processes.
  • Broad knowledge in analyzing and reporting data.

Education
  • Bachelor's degree in related area and minimum 3-5 years relevant experience and/or equivalent experience/training.

SALARY AND BENEFITS

Salary: The recommended hiring range is $85,000.00 to $105,000.00. Commensurate with experience.
