DEPARTMENT OVERVIEW

Systemwide HR Compliance works with UC locations to ensure compliance with appropriate employment laws, regulations and HR policies.

POSITION SUMMARY

The Human Resources Compliance area supports HR Compliance, Reporting & Analytics by undertaking multiple complex systemwide compliance projects (including monitoring, education, policy development projects) in collaboration with other HR professionals. Ensure that systemwide University Human Resource practices are in compliance with all Federal and State regulations and all University policies. Key projects may include compliance reviews of the Duplicate Insurance Coverage, Multi-Location Appointments, Family Member Eligibility Verification, Benefit Eligibility, the creation of HR Common Metrics to UCPath reports, and extensive data analysis to support these and other compliance efforts. Works regularly with complex systemwide databases, including the Corporate Personnel System, Title Code System and the UCPath Reporting Instance.

Regularly works on compliance issues where analysis of situations and data requires an in-depth evaluation of variable factors and investigative reporting. Exercises judgment in selecting methods and data mining techniques for obtaining results. Works with locations and management to deliver and educate on discovered data and corrective action plans that result from audit and compliance reviews.

Participates in producing regular, timely, and accurate compliance reports which are prioritized according to risk levels. Support unit with data. Analyzes, extracts and aggregate data from existing complex databases. This includes becoming a data expert in the UCPath data and training others within the Unit on UCPath. Synthesizes and presents data summaries in the form of data visualizations (charts, graphs, etc.) and written observations. Conducts or participates in regular policy compliance reviews of location practices in all HR functional areas including HIPAA, the Affordable Care Act, benefits and retirement policies, compensation, and general HR policies. Maintains awareness of changes in Federal and State regulations and University policies as they relate to human resources and benefits issues and adjusts or creates compliance reports that take into account these external requirements.

Delivers ad hoc reports to the VP of Human Resources to support business decisions and strategies in support of the Systemwide Human Resources Strategic Plan and the COO's Strategic Goals. Works closely with technical experts on the data quality within each reporting tool. Identifies bugs or issues with the data and raises those for correction. Collaborates with other reporting experts throughout UCOP and Systemwide HR on establishing best practices for data governance and reporting. May be called on to test new data solutions or bug fixes.

Participates in identifying and implementing corrective actions for out of compliance practices. Summarizes and communicates findings from audit and compliance reviews with the location HR personnel, payroll, Chief Human Resource Officers and management to resolve deficiencies and implement corrective actions. Contributes to the recommendation of changes as appropriate to the Manager and/or Director, HR Compliance, Reporting and Analytics.

Required Qualifications
  • Intermediate to advanced skills at querying data from complex data bases, synthesizing the data into actionable results, and presenting the data visually and in written form to support decision making and inform leadership.
  • Strong analytical/problem-solving skills. The ability to Identify key factors, trends, and issues. Analyze and summarize possible implications.
  • Strong communication and interpersonal skills. Demonstrated written, verbal, and presentation skills at varying levels within the organization.
  • Self-motivated and works independently and as part of a team.
  • Ability to use discretion and maintain all confidentiality.
  • Ability to multi-task with demanding timeframes.

Preferred Qualifications
  • Experience and proficiency in PeopleSoft HRIS and/or UCPath reporting.
  • Intermediate to advanced knowledge of common organization-specific computer applications such as the Corporate Personnel System or UCPath Databases
  • Compliance and audit professional certifications such as those offered by the Compliance Certification Board.
  • Thorough knowledge of the organization's processes, protocols and procedures.

Education
  • A minimum of 7 years of experience in data analysis and interpretation of human resources and benefits policies, practices and procedures; or a Bachelor's degree in Human Resources Management, Statistics, Economics, or a related discipline, and minimum 3 years experience.

License/Certifications
  • SHRM or CCEP certification preferred but not required

SALARY AND BENEFITS

Salary: The recommended hiring range is $87,000.00 to $101,500.00. Commensurate with experience.
