Sr. Programmer Analyst

The Paul H. Nitze School of Advanced International Studies (SAIS) is a leading graduate school of international relations, educating students for professional careers in government, business, journalism, international organizations, academia and nonprofits. SAIS enrolls about 600 full-time students in Washington, D.C., primarily in the school's two-year Master of Arts program. Approximately 30 percent of the students are non-U.S. citizens coming from more than 70 countries. General Summary/Purpose:

The Sr. Programmer Analyst is responsible for the creation, implementation, maintenance, performance, production support and documentation of various departmental and enterprise- wide application systems and reporting assets. This includes but is not limited to the installation, modification, and testing of new and/or upgraded applications (packages or home grown), operating systems, file structures, hardware, communication devices, and productivity tools. This position applies analysis techniques and procedures to gather and then translate business requirements into functional/technical specifications and designs. Using functional specifications and designs, The Sr. Programmer Analyst produces all or part of the deliverables. This position maintains databases and application system code.

The Sr. Programmer Analyst works closely with the functional personnel to support, enhance and maintain multiple modules of the Integrated Student Information System (SIS) system, the financial aid system (PowerFAIDS), the admissions CRM (Slate), support and enhance Hyland's OnBase Enterprise Document Management System, as well as other systems that are integrated with SIS, Slate, PowerFAIDS, OnBase and SharePoint for all 3 campuses of the Johns Hopkins School of Advanced International Studies. He or She also works collaboratively to build; code and test technical specifications that accurately reflect the SAIS business processes. The candidate will also be responsible for developing functional reports and models using SSRS, Tableau, and PowerBI for the offices of Admissions, Financial Aid, Billing and Registration. These reports include standard, statistical, ad-hoc, condensed or detailed types and will be used by Senior Management to support high-level strategic decisions. The candidate will also develop, maintain, and enhance reports related to the Dean's Executive Dashboard and other Sr. level leadership operational dashboards. The candidate is required to have at least intermediate knowledge of the .NET Framework and the C# language in order to support SAIS online applications that interface with the SIS system via web services. In addition, the Analyst will work with University Information Systems (UIS) staff and divisional counterparts to design and maintain the SIS system throughout JHU.

Specific Duties & Responsibilities:
  • Conducts thorough analysis in regard to technical systems and application programs; documents findings and proposes problem resolution alternatives.
  • Requirements gathering, implementation, and testing for new Degree/Program types across all of our software systems
  • Analyze business requirements, design and develop reports and report models for multiple applications.
  • Implement and support new reporting and data visualization tools like Tableau and Microsoft PowerBI.
  • Gather requirements, mine, clean, and organize data, design and implement reporting solutions to support Dean's Executive Dashboard initiative.
  • Perform data analysis and data mining to support strategic planning initiatives.
  • Manage technical aspects of student scoring and normalization initiatives.
  • Support budgeting and forecasting initiatives in the SAIS Office of Finance and Administration.
  • Support enrollment modeling and predictive/prescriptive analytics efforts for Admissions and Financial Aid.
  • Serve as project leader of any project from definition to implementation; ability to manage daily tasks and technical resources and to communicate in a manner that ensures project work is verifiably accurate and on schedule.
  • Able to work at the highest level of all phases of programming on multiples platforms.
  • Defines; documents and maintains data interface definitions and data integration between various application platforms.
  • Implements SQL code that accurately reflects SAIS business processes.
  • Critically reviews all programs, reports, etc. prior to implementation to verify consistency and conformance with established departmental guidelines, policies and practices as well as industry standards guidelines.
  • Performs acceptance testing and program implementation for assigned systems and/or projects.
  • Implement, support, and maintain solutions that are critical to scheduled business operations like tuition calculation, anticipated aid posting, bidding, and student record migration between systems.
  • Annual and Ongoing Updates/Rollover/Configuration of Systems
  • Meets with functional personnel regularly to gain a thorough and complete understanding of the functional business processes at SAIS.
  • Serves as a technical resource for any tier II/III technical issues that may arise for all applications he or she is engaged with to ensure the accurate and timely flow of data in support of the SAIS business processes.
  • Works closely with UIS technical staff and SAIS functional staff to ensure functional staff can perform all aspects of their business processes using SIS and other supported and high-profile applications.
  • Gathers report requirements in collaboration with functional users.
  • Collaborates with functional users to test and confirm data integrity, identifying issues and proposing technical solutions to resolve them.
  • Maintains and enhances existing reports and report models.
  • Serves as a technical representative for UIS module meetings.
  • Reviews disaster recovery plan regularly to ensure completeness and accuracy to quickly restore all applications in the event of a disaster or other interruption.
  • Keeps DBO and other project and support team members apprised of the status of all problems, tasks and assigned projects on a regular basis.
  • Performs other duties as assigned.

Minimum Qualifications (Mandatory):
  • Bachelor's degree, preferably in computer science, engineering, information technology or related field and three years of related work experience with computer systems and applications required.
  • Additional experience may be substituted for education and additional education may substitute for experience.
  • Master's degree in computer related field preferred but not required.
  • Project Management Professional Certification is desired but not required.

Preferred Qualifications:
  • 5+ years experience building SQL queries, stored procedures, views, and user defined functions.
  • 5+ years experience as a developer in a larger-scale ERP environment, building SQL objects and reports for the environment.
  • 2+ years of relevant hands-on work experience with SharePoint portal and development.
  • Experience with third party Workflow and Business Intelligence tools.

Special Knowledge, Skills, and Abilities:

Strong database design and data modeling skills. Demonstrated proficiency in developing ASP.NET web applications with Visual Basic.NET or C#. Thorough knowledge of, and demonstrable experience with Microsoft SQL Server; 2000/2005 (including T-SQL, views, stored procedures, user defined functions, etc.), Active Server Pages (ASP)/ASP.NET, XML/XSL; report development experience with SQL Reporting Services (preferred), Tableau, Microsoft PowerBI. Experience with student information systems or university administrative applications a plus. Strong knowledge of Microsoft SharePoint solution development using SharePoint Designer, InfoPath forms and Visual Studio, preferably 2010 versions. Experience with implementing and customizing or extending vendor-provided solutions. Experience with the following products is highly desired but not required: Sungard's Matrix Student Information System (SIS); Hyland's OnBase; Hobson's EMT Connect and Apply Yourself; Technolutions Slate, College Board's PowerFAIDS. Demonstrated proficiency in developing reports and report models using SSRS, Tableau, PowerBI and other similar tools. Excellent verbal and written communication skills with ability to write documentation and reports as needed and interface effectively with all stakeholders and peers. Ability to clearly communicate technical concepts to non-technical users.
