Sr. Application Administrator - Learning Technologies

Overview
Reviews, analyzes, and modifies programming systems including coding, testing, debugging and installing to support the university's Enterprise Resource Planning (ERP) and business applications systems. Assists with the development and maintenance of ERP and business application systems. Ensures that software and services can be integrated into the ERP system. Designs new modules to improve system efficiency. Works on complex business application projects, develops efficient and effective processes and ensures client requirements are met.

Provides technical support for learning management systems (LMS) including testing, design, analysis, software upgrades and problem resolution. Ensures the reliable performance of learning management systems. Troubleshoots and resolves any LMS related hardware, software, user access or other problems. Coordinates new software releases, fixes and upgrades with technical teams and users. Recommends new features or changes to configuration/workflows based on user feedback. Assists in the formulation of procedures and best practices for users of learning management systems and related instructional technology.

Responsibilities
Configure, maintain and manage the application services environment
Install, upgrade and maintain applications and services (including and not limited to ERP, ancillary and cloud-based applications).
Administer and maintain assigned applications (production and non-production environments).
Develop processes for routine maintenance and management tasks related to application administration, monitoring, security administration etc.
Identify and research software patches/fixes for systems.
Perform system upgrades, patching tasks and activities for ancillary application.
Develop and maintain monitoring scripts to monitor systems.
Troubleshoot and repair system problems.
Create and update system documentation.
Apply patches and fixes to ancillary applications and systems.
Define appropriate metrics to measure performance and ensure metrics are collected, reported and reviewed regularly.
Develop, maintain and report results of monitoring scripts to measure identified quality metrics and alert appropriately to any exceptions.
Periodically audit logs and access privileges to ensure appropriate security and privacy of applications and data.

Application development, integration, maintenance and management:
Develop detailed specifications based on system requirements.
Develop and implement the technical architecture of ancillary applications and interfaces to the ERP environment.
Work closely with the technical teams to develop, configure and maintain system interfaces (internal and external).
Design, and develop custom application as appropriate using SDLC life cycle management methodologies.
Troubleshoot reported issues and work with database team to identify root causes and remedies.
Perform quality control, assurance and testing on systems.

Participate in new functionality development to ensure secure, elegant and low maintenance data designs are adopted. Activities include:
Work closely with our partners (user groups and departments) to create business process analysis and mapping, assist in identifying opportunities for process improvement.
Evaluate existing products for enhancements, review new products and services to enhance the overall service management of the application services environment.
Perform analysis to identify systems requirements.
Communicate with users on system development activities.

Provide technical support for learning management systems:
Assist in installing, upgrading and maintaining learning management and related applications and services.
Perform quality control, assurance and testing for learning management and related applications and services.
Administer assigned applications (production and non-production environments).
Periodically audit logs and access privileges to ensure appropriate security and privacy of applications and data.
Process assigned service request tickets according to established procedures and SLAs.
Analyze learning management and instructional technology malfunctions, and work with vendors and Technology Services teams as needed to implement necessary corrective actions, in an accurate, timely and efficient manner, using established change control procedures as required.
Develop functional specifications based on system requirements.
Assists in the formulation of procedures and best practices for users of learning management systems and related instructional technology.

Other duties:
Work as part of the application engineering team to carry out assignments within the framework established by the supervisor and in conformance with established practices and procedures; bring unexpected or controversial findings to the supervisor's attention.
Be a team player and champion to peers and customers.
Lead projects and implementations as assigned.
Work closely with managed services providers, vendors and contractors.
Share knowledge and experience to develop a culture of collaboration and sharing.
Participate in developing a framework to establish documentation standards and mentor peers and team members to adopt a culture of keeping documentation up-to-date.
Interface with IT auditors during audit cycles to provide related information and implement suggested solutions and controls.
Perform other job-related duties as assigned by supervisors.

Qualifications
Bachelor's Degree in Information technology, computer science or a related discipline preferred. Seven (7) to ten (10) years' experience as an LMS or Application Administrator accepted in lieu of degree.
Two (2) years' experience can be substituted by a Master's degree.
At least four (4) to six (6) years' experience as an enterprise LMS system administration or applications administrator.
At least six (6) to eight (8) years' programming experience using at least one programming language or toolset.
At least one (1) year of team leadership experience is required.

Required Experience:
Experience developing and maintaining LMS applications (Blackboard, Canvas, D2L or similar)
Experience installing and configuring COTS applications in a multi-tier environment, including integration with ERP applications.

Desired Experience:
Project planning and project management experience desired.
Higher education experience is a plus.

Knowledge of, and materially demonstrable skills and experience in implementing, configuring and applying, the following:
Blackboard Learn LMS configuration and administration.
IT concepts, principles, methods, and practices.
Information security principles and methods.
Application installation, configuration and administration in a multi-tier environment.
ERP principles, methods, and practices.
Software development lifecycle (SDLC) principles, methods, and practices.
Instructional design and training development, including the ADDIE model.
Integration of technology with pedagogy.
Operational task automation through programming and scripting principles and methods.
Performance monitoring principles and methods.
Relational database principles, methods, and practices.
Principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources.

These certifications are highly desirable:
Blackboard Learn Administration

One or more of the following certifications is desirable:
Blackboard Certified Trainer
Project management certification, e.g., PMP
