The Divisional Services portion of Academic Computing consists of divisionally focused ITS staff embedded in the campus' five academic divisions and library who provide personalized, discipline-specific, IT support for their constituents in service of the academic mission.  We leverage commonalities through cross-divisional technical communities to develop and deliver right-sized/right-priced common services as appropriate, aggregating what we learn to provide as input to the larger ITS community. This position provides strategic direction, technical leadership, human and resource management to develop and deliver IT services to PBSci and its departments and programs. Incumbent works as part of a collaborative leadership team that delivers coordinated IT services to faculty across the five academic divisions, libraries, and the silicon valley center.

Job Overview

The Divisional Liaison (DL, also known as Product Manager) for the PBSci is a leader for IT professionals who support PBSci at UC Santa Cruz. The position works to understand the IT needs of PBSci and to plan, coordinate, and manage the delivery of IT services to meet those needs. Successful candidates will demonstrate both breadth and depth in expertise aligned to the unit's portfolio. PBSci manages $82 million in research grants, and has a complex collection of technology resources.

Successful candidates will provide leadership in the following areas:

1. Provide continuity while planning for a future of doing more with less (automation and scale)
2. A data-driven approach to decision making with an emphasis on divisional key performance indicators
3. Service-oriented and faculty-focused with an emphasis on empowering graduate students
4. Emphasis on diversity and inclusion
5. A consensus-driven and shared governance approach to both strategic and tactical decisions
6. Technically competent with knowledge of divisional research and educational programs
7. A deep understanding of the university culture and our charge of research, instruction and service

A successful DL in the Academic Computing Portfolio will be tasked with both providing and facilitating IT services. The DL should have a working knowledge of all ITS products and services and act as a medium in ensuring all local constituents (typically housed in a single academic division) are able to gracefully access all ITS services. In this way, the DL will act as a facilitator ensuring that ITS products and services are clearly understood and that the academic division is well served. The DL will build strong relationships with faculty, staff and students in the primary division served and across campus units to facilitate problem solving and provide a high quality of service delivery and support.

Through themselves and their assigned product teams, the DL will provide direct IT services to the academic division or potentially larger communities when appropriate, and in cooperation with DL peers. These services will be developed in direct response to the needs of the clients through the DL's intimate knowledge of and strong relationships with the client base. Products and services should be aligned with other ITS services for efficiency and scale, and customized only when necessary. The DL will represent PBSci in campus-wide IT initiatives, planning, standards and policy setting, and operational governance.

A successful DL will be able to build trust and collaborative relationships with people in every facet of the organization. The DL is required to identify and escalate issues appropriately and use strategic partnerships within the organization to achieve the mission of the division and ITS. The DL serves as a primary point of contact for addressing divisional computing needs and serves as the division's advocate for resources at appropriate levels. Any client need not met by subordinates or other ITS team members must be addressed in some way through the work of the Divisional Liaison.

Salary Information: Starting Salary Range: $100,000 - $130,000/annually. Salary commensurate with qualifications and experience.

Job Duties
20% - May analyze the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and / or modify information processing systems.

10% - Administers IT policies that directly affect subordinate employees.

10% - Coordinates with functional departments involved in system requirements, techniques, and controls.

10% - Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning.

10% - Establishes and recommends changes to policies which affect the department.

10% - Collaborate with other Academic Divisional Computing Staff on the coordinated delivery of services to faculty across the disciplines.

10% - Engage in Continual Service Improvement through shared service delivery and product development within PBSci, within Academic Computing, and in partnership with other  ITS units.

10% - The DL should actively participate in ITS governance & service teams related to products, services, or projects having a significant effect on their respective division. The DL will be relied upon by ITS to inform these processes from the perspective of one or more academic divisions.

10% - The DL will help the division realize operational efficiencies, achieve instructional and research goals and keep a constant compass focused on the Academic Mission. The PM may take on divisional work or oversight of divisional work that is not typically considered IT related if the PM and divisional leadership determine that it is in the best interest of the division.

ITS Security Statement
Information Technology positions are responsible for the security of UC Institutional Information and IT Resources. The incumbent is required to follow all applicable information security policies, procedures, and standards to maintain minimum standards of information security for data, systems and applications. Supervisors are responsible for making sure their staff have appropriate security skills and qualifications, and complete all appropriate and required security training.

Required Qualifications
  • Typically 2-5 years of experience managing an information technology organization.
  • Uses and applies applications Information Technology theories and concepts to manage and provide solutions.
  • Requires a broad working knowledge of the applications programming development function.
  • Requires the ability to gather, organize, and analyze data in the completion of assignments.
  • Possesses skills necessary to accomplish department / section objectives and address related problems and issues in an effective manner.
  • Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.
  • Demonstrated skill in managing technical staff.
  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies.
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
  • Experienced in leading change management activities and managing their impact across the unit or department.
  • Experience budgeting, costing out resource needs and in particular, analyzing buy vs. build procurement for products for effective and efficient technology use.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
  • Strong knowledge and understanding of service delivery principles.
