Departmental Overview
University Development and Alumni Relations (UDAR) increases support for and enhances knowledge of UC Berkeley by public awareness and increasing private philanthropy. UDAR provides overall direction and technical infrastructure for the campus's advancement strategies and works to strengthen unit development in partnership with campus fundraisers. The Division provides a range of central activities and services encompassing communications, prospect development, data management, data analytics and reporting, gift management, stewardship and more.

The Executive Director, Advancement Information Services and Chief Technology Officer (CTO) will be expected to drive the strategic technological priorities that best advance Berkeley's fundraising objectives, goals, and success drawing upon extensive knowledge and experience in philanthropic technology management and industry trends. The CTO must be able to envision and manage to a technology roadmap to ensure the department and larger campus advancement community are proactively preparing for growth, positioned to support the changing landscape of development, and that the needs of the current and future comprehensive fundraising campaigns are met.

The CTO will report to the Associate Vice Chancellor of Advancement Operations and work with the highest levels of UDAR and campus advancement leadership. The CTO will also have dotted line reporting to the campus Associate Vice Chancellor and Chief Information Officer. Four UDAR units report directly to the CTO: Information Technology, Data Quality and Management, Information Strategy and Analytics, and Advancement Planning and Analysis.

Information Technology Unit Overview
Information Technology (IT) provides systems administration and programming to the campus's advancement team of more than 700, and desktop support to UDAR's team of nearly 300. IT manages the Cal Advancement Data System (CADS), Berkeley's system of record for constituent biographic and institutional giving data, with records on nearly two million individuals and organizations, as well as more than thirty integrated applications that support the campus's advancement efforts and the transmission of financial data to the campus's general ledger.

Data Quality and Management Unit Overview
Data Quality and Management (DQM) is the office of record for data, including philanthropic gift data, related to all of Berkeley's external constituents, including alumni, donors, parents, and friends. It also manages select student data and faculty data under agreement with the relevant campus offices. DQM is responsible for data acquisition, data governance and proper stewardship of the campus's advancement data, as well as provisioning access to CADS for the advancement community.

Information Strategy and Analytics Unit Overview
Information Strategy and Analytics (ISA) provides meaningful information about Berkeley's external constituents and philanthropic partners, and fundraising progress, to the campus advancement community through standardized reporting and decision support tools. It is responsible for all institutional reporting regarding advancement activities, including that required by the UC Office of the President and the U.S. Government and that done voluntarily through various industry affiliations.

Advancement Planning and Analysis Unit Overview
Advancement Planning and Analysis (APA) is the central point of coordination for administering operational initiatives that fulfill the campus's advancement mission. APA assists stakeholders in systems and business process analysis, project management, strategic planning and operations decision support.

Responsibilities
  • Effectively analyze the current UDAR technology organization structure and align the technical staff/resources to meet the immediate and long term needs of the organization. Define service offerings that align with departmental policies.
  • Makes decisions on administrative or operational matters and ensures achievement of operation's objectives (operational and budget processes, staff FTE, fundraising, business planning and analysis, alumni information management and IT). Sphere of responsibility will include project portfolio management, service level agreements, capacity/resource management, planning, procurement and vendor management, budget management (tracking and forecasting), and quality control (security, availability, and data quality).
  • Instills strong management practices among subordinate managers by providing clear direction regarding project priorities and strategic direction so subordinate managers and their staff members are working effectively and in alignment to overall goals. Sets high standards of performance through effective goal setting. If necessary, works with subordinate managers to institute changes or adjustments midstream to course correct.
  • Advises senior managers on controversial situations, stakeholder negotiations, or influencing and persuading other high level managers. Expected to be a campus expert able to provide timely and effective advice regarding information and technology needs.
  • In conjunction with subordinate managers, manages the analysis of the needs of functional departments -- UDAR business owners -- and helps to establish priorities for feasibility studies and systems design and implementation to develop new and / or modify data and technology systems and solutions.
  • Coordinate with functional departments involved in system requirements, techniques, and controls. Able to carefully and accurately listen for the needs of each group within UDAR and across campus and effectively address those needs in a seamless fashion.
  • Plans, designs, influences and implements campus-wide processes relating to information and technology needs of the development community. Expected to articulate a vision that is forward thinking and clear and may require revision over time.
  • Champion initiatives that respond to organizational needs or changes in the IT environment.
  • Participates collaboratively with UDAR management and high level campus advancement leadership to establish campus strategic plans and objectives relating to the technological needs of the entire UC Berkeley development community, including matters concerning advancement data management and technical solutions.
  • With a dotted-line reporting relationship to the campus's CIO, serves as the liaison between UDAR and bIT as it relates to all advancement-related information technology issues. Represents the organizational unit (UDAR) in campus-wide and system-wide meetings and discussions relating to technology needs.
  • Oversees analysis and policy development for issues and processes, particularly as they relate to advancement data governance.
  • Oversees the ongoing maintenance and upgrades of development technology systems, and network and desktop hardware and software.
  • Serves as Berkeley's primary liaison to the higher-ed advancement industry's peer and vendor communities. Leverage these connections to inform Berkeley's decision-making.

    Required Qualifications
  • Applies advanced Information Technology principles, theories, and concepts to manage and provide solutions to more complex and multi-dimensional problems that improve departmental services and performance.
  • Requires an in-depth knowledge of the applicable technology functions, applications, and/or solutions, and a broad knowledge of the IT organization.
  • Proven experience directing the strategic design, acquisition, management, and implementation of enterprise-wide technology infrastructure, services and applications. Advanced experience with and leadership in designing and building, adapting and modifying, and/or procuring and integrating application platforms and solutions
  • Capability of monitoring and analyzing technology and trends that improve departmental services and performance.
  • Ability to make effective decisions in a complex, consensus-driven environment with a combination of structured and unstructured internal constituencies based on knowledge of organizational policies and procedures.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations, including skills in conflict and negotiation management techniques.
  • Advanced skills in strategy development, metrics setting, systems planning and change management, in a matrixed and service-oriented environment.
  • Experienced in leading change management activities and managing their impact across multiple units or departments. Ability to influence the thinking of, or gain acceptance from others involving project work and initiatives, including other senior managers and campus leadership.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication.
  • Demonstrated experience leading the long-range direction of the organization's technology function including the development of business unit strategy.
  • Excellent leadership abilities and a proven track record as a strong manager to oversee multiple functions or departments through subordinate managers. Strong ability to coach and mentor staff; strong ability to set goals and motivate staff to achieve and balance accountability.
  • Understands demonstrates, and values diversity and the importance of inclusion as demonstrated through a commitment to apply and incorporate the differences, complexities and opportunities that diversity brings to an organization and ability to work with a dynamic diverse faculty, staff and students.
  • Bachelor's degree in related area and / or equivalent experience / training.

    Preferred Qualifications
  • Experience working in higher education or similar environment.
  • Experience with development, philanthropy, and/or alumni relations department(s).
  • Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
  • Strong understanding of cloud-based architecture and software-as-a-service.
  • Strong knowledge of common UC campus-specific and other computer application programs.
  • Advanced degree in related area.
